The California Energy Investment Center (CEIC) is a recipient of a NES Financial Silver Project Award for Best Practices.
We are proud to announce that in early 2025 the CEIC was identified as a legacy center in recognition of its long-standing record of sponsored projects. The CEIC was one of the first regional investment centers that was reviewed and passed the comprehensive audit required under the Reform and Integrity Act. This audit marks the CEIC’s 16th year of operations. During that time, thousands of jobs in rural and targeted employment areas and communities have been created, billions of dollars of foreign and domestic capital investment have been invested, and a highly successful legal immigration pathway has been provided for hundreds of foreign immigrant investor petitioners and their families.
In 2023 the principals of the CEIC applied for and were approved by the USCIS for a second regional center – the Hawaii Economic Investment Center (the HEIC). The HEIC covers the entire State of Hawaii; several of its islands are considered rural counties. The HEIC is committed to agricultural, energy, infrastructure, and residential and commercial property development in Hawaii. Towards these goals, Dr. Penbera lead an effort which combined KMJ580/iHeart Radio, growers, truckers, shippers, foodbanks, and private and public logistical support organizations and volunteers which provided substantial quantities of non-perishable food to Lahaina following the devastating flash fire there. In 2024, he received an official Commendation from the State. In 2025, the HEIC sponsored its first project in the State on the island of Hawaii.
