PenberaParis’ mission has a business services and litigation component aimed at meeting the technical, economic, financial, and informational needs of our attorney, business, investor, and government clients so that may respond to challenges and take advantage of opportunities. For more than 30 years we have provided our clients with accurate and compelling analyses, reports, documents, and expert testimony spanning many sectors of the economy. We have worked on hundreds of cases and consultancies and our work has been accepted in local, State, Federal and international jurisdictions and by many public and private companies and organizations.

Our firm is lead by Dr. Joseph Penbera who has been cited as one of the top economists in the nation (Knight Kiplinger, editor/publisher, The Kiplinger Letter, Washington, D.C.), in the world (Invest  the USA Summit, Shenzhen, China), and in California (KMJ 580/iHeart Radio), and by many public entities and private firms.

PenberaParis’ mission also has a capital investment component. Since 2001 it has provided expert technical assistance to projects seeking sponsorship and funding through regional investment centers designated under the foreign investment program authorized by the U.S. Congress and administered by the U.S. Department of Homeland Security/U.S Citizenship and Immigration Service. In 2009, the firm founded the first regional investment center sponsoring projects in alternative energy –the California Energy Investment Center (CEIC). In 2023, it founded the statewide Hawaii Economic Investment Center (HEIC) to sponsor projects in agriculture, energy, residential and commercial housing, and related infrastructure.

The firm is the majority owner of these designated regional investment centers. Dr. Penbera serves as Chairman. Michael J. Penbera has served as Executive Director, and an owner and principal since the inception of the centers and throughout their extraordinary growth.
